How to present the budget at the owners' meeting

Preparing a correct budget is half the work: the other half is presenting it to the owners' meeting clearly and convincingly. The management budget is submitted for the meeting's approval, which resolves on it with the majorities prescribed by the Italian Civil Code, and a confused presentation can cause even a well-built document to be rejected. This guide shows how to prepare the documentation, how to structure the presentation, which majorities are needed for approval and how to handle owners' questions and objections, so as to reach a solid resolution that is hard to challenge.

Before the meeting: notice and documents

Approval of the budget must be placed on the agenda of the notice of meeting, which under Article 66 of the implementing provisions of the Italian Civil Code must reach each owner at least five days before the date set for the first call. The agenda must specifically state the item, so that everyone arrives prepared.

It is good practice to make available to owners, before the meeting, the budget with its allocation plan and, where useful, the previous year's final accounts for comparison. An owner who has been able to examine the figures in advance asks more focused questions, and the meeting proceeds more orderly and quickly.

  • Put the budget on the agenda specifically
  • Respect the five-day notice period
  • Make budget, allocation and prior final accounts available
  • Prepare a readable summary of the main items

How to structure the presentation

At the meeting it is best to start from the overall picture, that is the budget total and how it compares with the previous year, and then move down to the individual items. Presenting the detail first without context is disorienting. The largest items, such as heating, concierge or system maintenance, deserve a fuller explanation; minor items can be dealt with quickly.

It is useful to explain the allocation criteria, especially when some items follow tables different from the general one, such as the lift under Article 1124. Clarifying why an owner pays a certain share prevents many disputes. Variable items and the contingency margin should be declared and justified, not hidden inside other items.

Handling questions and objections

Owners' questions should be welcomed as a physiological part of the discussion, not as attacks. Answering with precise data, referring to the history and the contracts, conveys competence and strengthens trust. If a well-founded observation emerges, it is better to acknowledge it and consider a correction than to defend a figure to the bitter end.

Some objections concern not the amount but the allocation criterion: in these cases it is important to distinguish what depends on the tables in force, which are not changed when approving the budget, from what is the subject of the resolution. Keeping this distinction prevents the discussion on the budget from turning into an improper revision of the tables.

Approval and majorities

The budget is approved by the meeting with the majorities prescribed for ordinary resolutions. On the second call, under Article 1136 of the Italian Civil Code, the resolution is valid if approved by a majority of those present representing at least one third of the value of the building. It is important to verify that a quorum is reached and to record the result of the vote in the minutes.

The minutes must clearly account for the approval of the budget, the amount resolved and the allocation plan and instalments approved. Accurate minutes are the basis for the subsequent collection of shares and the best defence in case of a challenge. They must be drawn up and signed according to the rules and also communicated to those absent.

Preparing and presenting the budget with software

Management software simplifies both preparation and presentation. It lets you produce the budget with the allocation plan and the comparison with the final accounts in clear documents, share them with owners in advance and manage the notice within the deadlines. At the meeting you can show the detail of the items and, after the vote, generate instalments and minutes consistent with what was resolved.

With AmministraPro you can prepare the budget, share it with owners before the meeting, manage the notice and minutes and generate the approved instalments without manual recalculation. The features are described on the /funzioni page and the plans on the /prezzi page.

Frequently asked questions

When must the notice with the budget on the agenda be sent?

Under Article 66 of the implementing provisions of the Italian Civil Code, the notice must reach each owner at least five days before the date set for the first call, specifically stating the approval of the budget on the agenda.

What majority approves the budget?

The majorities for ordinary resolutions. On the second call, under Article 1136 of the Italian Civil Code, the resolution is valid if approved by a majority of those present representing at least one third of the value of the building.

Is it worth sharing the documents before the meeting?

Yes. Making the budget, allocation plan and previous year's final accounts available lets owners examine the figures in advance, ask focused questions and make the meeting more orderly and quick, reducing improvised discussions.

How are objections to allocation criteria handled?

By distinguishing what depends on the tables in force, which are not modified when approving the budget, from what is the subject of the resolution. This distinction prevents the discussion on the budget from turning into an improper revision of the thousandths tables.

What must the minutes contain about budget approval?

They must clearly account for the approval of the budget, the amount resolved, the allocation plan and the instalments approved, as well as the result of the vote. Accurate minutes are the basis for collecting shares and the best defence in case of a challenge.
