Checks and deadlines for the condominium heating system

The centralised heating system is one of the most regulated condominium systems, because it touches safety, energy efficiency and the environment. Presidential Decree 74/2013 governs operation, maintenance and the energy efficiency check, distinguishing between the maintenance entrusted to the service company, the efficiency check documented by the control report, and the system booklet to keep updated. To these is added the notification of the system's characteristics to the competent body. Maintenance, efficiency check and booklet: three different things

Maintenance of the heating system is the set of operations that keep the generator and its components running and safe, according to the manufacturer's instructions and the required frequency. The energy efficiency check is instead a specific assessment, which measures combustion efficiency and verifies that the system does not consume more than necessary.

The system booklet is the document that accompanies the system throughout its life: it collects technical data, works and control reports. Since 2014 the booklet models introduced by the Ministerial Decree of 10 February 2014 have been in use. These three elements must be managed together but not confused: they have their own functions and, in part, their own cadences.

The energy efficiency control report

During control operations, and any maintenance, on winter climate control systems with nominal useful thermal power above the threshold set by Presidential Decree 74/2013, the operator performs the energy efficiency check. At the end they draw up and sign the Energy Efficiency Control Report, a copy of which is given to the person responsible for the system and another is sent to the competent Region or autonomous Province.

For condominium systems within certain power thresholds fuelled by gas, methane or LPG, the report submitted by the maintainer or by the third-party responsible person is deemed to replace the inspection. The report must be kept in the booklet and its frequency depends on the power and type of generator according to the annexes to the decree.

The role of the third-party responsible person

The manager may take on the role of person responsible for the system directly, or delegate it to a third-party responsible person, that is a qualified party who takes charge of the operation, running, control and maintenance of the system according to the rules.

The appointment of the third-party responsible person must be formalised and notified, and does not fully relieve the condominium of oversight, but shifts to the professional the operational obligations of managing the system. It is a common choice when the system is complex or of high power, because it concentrates technical responsibility on a single qualified party.

Notifications to the competent body

Presidential Decree 74/2013 provides that the owner, the tenant, the manager or the third-party responsible person notify the body competent for heating system controls of the location and main characteristics of the system, as well as any subsequent significant changes, within the terms set by the rules.

Alongside this notification, where required by regional provisions, is the payment of the so-called stamp or contribution for registering the control reports. The manager must know the procedures set by their own Region, because the implementation of controls is delegated to local bodies and can vary from one territory to another.
