Practical guide
Managing meeting attendance with the software
The attendance register is the operational heart of the meeting: both the constitutive quorum and the weight of every vote depend on who is present, in person or by proxy. Keeping the list on a paper sheet, with names crossed out in pen when someone leaves, produces errors that can undermine the validity of the resolutions. Software manages attendance dynamically: it records who enters and who leaves, links each proxy to the represented owner, adds up the thousandths (millesimi) present and immediately reflects the figure in the quorum calculation. This guide shows how to set up attendance recording so that the final minutes are consistent and defensible.
Identifying attendees and verifying standing
At the opening of the session each participant must be identified and their standing verified: are they the owner, the usufructuary, the proxy of another owner. Article 67 of the implementing provisions distinguishes the competences between bare owner and usufructuary depending on the matter, so counting heads is not enough, you need to know who votes on what.
In the software, starting from the register linked to the units and the thousandths (millesimi), the manager ticks off attendees from an already complete list. This avoids forgetting entitled parties and attributing to a participant the wrong thousandths weight, a frequent error in hand-compiled lists.
Linking proxies to the represented owner
Those attending by proxy bring with them the thousandths of the represented owner. The software must link each proxy to the owner represented, so that the thousandths value flows automatically into the count when the proxy holder is present. It is also essential to apply the limit of Article 67: if the owners are more than twenty, a proxy holder cannot represent more than one-fifth of the owners nor more than one-fifth of the value of the building.
Software that flags exceeding the proxy threshold avoids the irregularity emerging only on the day of the meeting. A proxy collected in advance, in digital form, reaches the session already verified and ready to be counted.
- Proxy associated with the name and thousandths of the represented owner
- Automatic check of the one-fifth limit under Article 67
- Distinction between valid proxies and inadmissible ones
- Revocation manageable until the opening of the session
Updating attendance in real time
The meeting is not static: someone arrives late, someone leaves before the end. An owner present at the opening but absent at the moment of the vote counts in the constitutive quorum but not in the deliberative one. Recording entries and exits with the time allows the exact picture to be reconstructed for each item voted.
The software should update the total thousandths present at each entry or exit, so the manager knows at any moment whether the quorum is still guaranteed. When attendance drops below the threshold, the system flags that resolutions can no longer be passed until the quorum is restored.
Attendance by videoconference
Remote participation, allowed with the consent of the majority of owners even if not provided for in the regulations, requires the remote participant to be identified and able to vote in real time. For quorum purposes, the connected owner must be counted as present to all effects.
Software that integrates videoconference into the meeting flow keeps a single attendance register for those in the room and those connected, without duplicates. The processing of participants' data, including any recordings, must be handled in compliance with the GDPR, with clear legal bases and retention limited to what is necessary.
From attendance to minutes
The attendance register becomes an integral part of the minutes: the list of those present and of the represented owners with their thousandths is among the elements examined closely in case of a challenge. Generating this list automatically from the data collected during the session eliminates the risk of inconsistencies between what happened and what appears in the minutes.
AmministraPro keeps the attendance register linked to the register, the proxies and the quorum calculation, updating it in real time and carrying it into the final minutes. The features for meeting management are described at /funzioni, while the plans with their costs are indicated at /prezzi.
Frequently asked questions
Does an owner who leaves before the vote count in the quorum?
They count in the constitutive quorum, verified at the opening of the session, but not in the deliberative quorum for items voted after they leave. This is why it is important to record entry and exit times: software that updates the thousandths present in real time allows both thresholds to be calculated correctly and lets you know, item by item, whether the quorum is guaranteed.
How is a proxy recorded in the software during the meeting?
The proxy must be associated with the owner represented, so that their thousandths flow into the count when the proxy holder is present. The software must also verify the limit of Article 67: with more than twenty owners, a proxy holder cannot represent more than one-fifth of the owners nor more than one-fifth of the value of the building. Collecting proxies in advance, in digital form, allows the session to start with the checks already done.
Should a videoconference participant be counted as present?
Yes, provided they are identified and able to speak and vote in real time. Remote participation is allowed with the consent of the majority of owners even if the regulations do not provide for it. The owner connected remotely must be counted in the quorum like someone physically present, and their vote recorded in the minutes with the same value.
Why is a paper list of attendees not enough?
A paper list is static and hard to update during the session: when someone enters or leaves, the thousandths totals must be recalculated by hand, with a high risk of error. A digital register linked to the thousandths automatically sums the value present, flags the loss of quorum and generates the list for the minutes, ensuring consistency between the real session and the final document.
Must the attendance register be included in the minutes?
Yes. The list of those present and of the represented owners with their thousandths is one of the elements examined in case of a challenge to the resolution. Generating it automatically from the session data, rather than reconstructing it from memory afterwards, eliminates inconsistencies and strengthens the defensibility of the minutes against any dispute.
