Periodic inspections of the condominium lift
Many managers confuse the ordinary maintenance of the lift with the periodic inspection, but they are two distinct obligations with different parties. Maintenance is entrusted to the service company and keeps the system efficient; the periodic inspection is an independent control, required by Article 13 of Presidential Decree 162/1999 every two years, which verifies that safety requirements still hold. In this guide we clarify the difference, explain who may carry out the inspection, what happens if anomalies emerge, when an extraordinary inspection is triggered instead, and how the manager must document and track these deadlines so the condominium is never left uncovered.
Periodic inspection and maintenance are not the same thing
Ordinary maintenance is the set of periodic operations the service company performs to keep the system running: lubrication, rope checks, testing of safety devices, repair of faults. It is an ongoing activity governed by the contract and also regulated by the UNI 10801 technical standard.
The periodic inspection is instead an external and independent control, which cannot be carried out by the same party that performs maintenance. Its very purpose is to bring in a third eye that verifies, every two years, that the parts on which operating safety depends are efficient and that the devices work. The distinction is substantial: a well-maintained system without a valid periodic inspection is still formally not in order.
Who carries out the biennial inspection
Under Presidential Decree 162/1999, the periodic inspection of the lift is entrusted to a notified body, to an authorised inspection body or to the local health authority. The condominium, as owner of the system, may choose which of these parties to turn to, provided it is independent of the maintenance company.
The manager, as representative of the owner, is required to ensure that the system undergoes the inspection at the required frequency. At the end, the body draws up a report that must be kept in the system's documentation and be available for any control.
What the inspection verifies and what happens if anomalies emerge
The inspection verifies that the safety devices, suspension components, braking systems and essential parts of the system are efficient. If everything is in order, the report confirms compliance and sets the next deadline.
If shortcomings emerge, the report flags them and places on the condominium the duty to remedy. In the most serious cases, when safety is compromised, the system can be stopped until the defect is removed. The manager must therefore act immediately to have the service company intervene and, if the expense is significant, call the meeting to approve the necessary works.
When an extraordinary inspection is needed
In addition to the biennial periodic inspection, Presidential Decree 162/1999 provides for an extraordinary inspection in particular situations: after an accident, following significant structural transformations or modifications of the system, or when the periodic inspection had a negative outcome and it is necessary to verify that the shortcomings have been removed.
The extraordinary inspection is therefore an additional control, not a replacement of the periodic one, and must be requested whenever the events that require it occur. Here too the competent party is an authorised body or the local health authority, and the related report becomes part of the system's file.
Tracking deadlines and keeping the reports
Orderly management of inspections relies on an archive where each report is linked to the system and to the date of the next deadline. Losing sight of the biennial cadence is easy, especially when managing several buildings with lifts put into service in different years.
A management tool such as AmministraPro lets you record the periodic inspections of each lift, attach the reports and receive a reminder before the deadline, so you can schedule the body's intervention with proper lead time. The features are described on the /funzioni page and the plans on /prezzi, useful when the managed portfolio includes many systems to monitor.
Frequently asked questions
How often must the lift periodic inspection be carried out
The periodic inspection of the condominium lift is due every two years under Article 13 of Presidential Decree 162/1999. It is a control distinct from ordinary maintenance and must be carried out by a notified body, an authorised inspection body or the local health authority, all independent of the maintenance company.
Does the periodic inspection replace maintenance
No. They are two distinct obligations. Ordinary maintenance is entrusted to the service company and is ongoing; the biennial periodic inspection is an independent control that verifies that safety requirements still hold. Both must coexist: a well-maintained system without a valid inspection is not in order.
What happens if the inspection has a negative outcome
The report flags the shortcomings and places on the condominium the duty to remove them. Where safety is compromised, the system can be stopped until the defect is resolved. The manager must have the service company intervene immediately and, if needed, call the meeting to approve the works.
When is an extraordinary lift inspection needed
The extraordinary inspection is provided for after an accident, following significant structural transformations or modifications of the system, or when a periodic inspection had a negative outcome and it is necessary to verify that the shortcomings have been removed. It does not replace the biennial periodic inspection but is added to it when these events occur.
How to keep track of inspection deadlines
It is best to keep a register linking each report to the system and to the date of the next inspection. Software such as AmministraPro lets you record the inspections of each lift, attach the reports and receive reminders before the deadline. The features are described on /funzioni and the plans on /prezzi.
