What it means to inventory the building's assets

Common property is defined, in general terms, by Article 1117 of the Italian Civil Code, which lists the parts of the building presumed to be common: the ground, foundations, load-bearing walls, roofs and flat roofs, stairs, entrance halls, courtyards, common installations and services up to the branch point towards individual units. Inventorying the assets means turning this abstract list into a concrete picture of the specific building: how many staircases, which installations, what type of roof, which common premises.

To this picture are added the data that make the archive operational: the year of construction or installation, the land-registry details where relevant, the references of the builders and the information useful for planning interventions. Well-inventoried assets are the premise of any orderly management.

The record of each installation

Every installation deserves a dedicated record gathering its technical features and mandatory documents. The typical elements to record are:

  • Type and location of the installation within the building
  • Main technical data: power, brand, model, serial number where present
  • Year of installation and installing firm
  • Linked documents: declaration of conformity under Ministerial Decree 37/2008 for installations, the heating-system logbook, declarations and inspections
  • Appointed maintenance firm and the recurrence of inspections
  • Maintenance status and history of the interventions carried out

With this information at hand, the manager knows at all times what is under management and which obligations each installation entails.

The bridge between the register and the maintenance calendar

The installations register comes alive when it is linked to the maintenance calendar. It is the installation that defines the deadline: the boiler generates efficiency checks, the lift the periodic inspections under Presidential Decree 162/1999, the earthing system the checks under Presidential Decree 462/2001. If the installation is recorded with its recurrence, the inspection calendar builds itself almost automatically and leaves no obligation uncovered.

This link is what distinguishes a static archive from a working tool. Without the register, the calendar is filled by hand and misses pieces; with the register, each installation brings its own deadlines.

Safety and the liability of the condominium as custodian

The condominium is liable for damage caused by the things in its custody under Article 2051 of the Italian Civil Code. A register documenting the state of installations, the inspections carried out and the corrective interventions is the manager's best defence, because it proves that the preservation of common areas was handled with diligence. In the event of an incident, being able to produce up-to-date technical documentation changes the position of the condominium and its manager.

An archive that supports the handover

When the manager changes, the asset register is among the most important documents to transfer. Reconstructing from scratch which installations exist, who maintains them and how far the inspections have progressed is long and risky.
