Why WhatsApp affects owners' privacy
Adding a person to a WhatsApp group automatically discloses their phone number to all the other members. A phone number is personal data and its disclosure to an indeterminate audience is a form of processing that requires a legal basis. It is therefore not a neutral act: gathering the contacts of all owners into a single group means processing their data.
The administrator as data controller
When the administrator creates or manages the group, they act as data controller in their capacity as legal representative of the condominium. They bear the accountability obligations set by the GDPR: they must be able to demonstrate a legitimate purpose, an identified legal basis and adequate measures to protect the owners' data.
The owners' consent
In the absence of another legal basis, adding owners to a messaging group requires their prior and specific consent. The administrator should not add owners to a group without first collecting it: anyone who does not want to appear has the right to stay out and still receive communications by other means. Consent must be freely given and revocable at any time.
The purpose must remain legitimate
Even when the group is allowed, the processing must respect the purpose limitation: the group may serve for communications relating to condominium life, not for other uses. The risks for the administrator

The speed of the channel does not make up for the uncertainty over the data chain, especially for communications that carry formal value.
Group created by owners or by the administrator
Two situations must be distinguished. If the group is created spontaneously by some owners for personal use among neighbours, the processing may fall under the so-called household exemption, which eases the GDPR obligations, provided it stays confined to private purposes. When instead the administrator sets up or uses the group to manage the condominium, the household exemption does not apply: this is professional processing with all the obligations that follow. The same chat, in short, has a different regime depending on who promotes it and for what purpose, and the administrator must be aware of when responsibility falls on them.
The communications WhatsApp cannot replace
A WhatsApp group can be fine for informal notices, but it does not replace communications with legal value. The notice of a meeting, for example, requires precise forms and deadlines and cannot validly be entrusted to a chat message. Confusing the informal channel with the formal one is one of the most insidious mistakes.
