It is often called the identity card of the system because it describes its features, components and the works carried out over time. For centralised systems, keeping it falls among the administrator's responsibilities, who answers for it as the person responsible for the system, with precise obligations towards the owners and the supervising authorities.
What the heating system logbook is
The system logbook is the technical document that accompanies the plant throughout its life and records the identifying data, the features of the generators and components, the inspection and maintenance operations and the results of the energy efficiency checks. It replaces the old boiler room and system booklets with a single model, provided for by the national rules on the operation and maintenance of heating systems, the same across the country except for regional additions.
When it is mandatory
The logbook is mandatory for every heating system intended for indoor climate control, with or without production of domestic hot water. The obligation covers both boilers and refrigeration machines such as air conditioners and heat pumps installed in a fixed way. In a condominium with a centralised system there is a single logbook referring to the shared plant, while in units with independent systems each owner keeps their own. The obligation applies regardless of the power of the system.
Who is responsible for the system in a condominium
The rules assign the keeping of the logbook to the person responsible for the system. In the case of a condominium with a centralised system this role falls to the administrator, unless a third party responsible has been appointed to whom the running of the plant is delegated. The administrator must therefore ensure that the logbook exists, that it is updated after each operation and that it is kept together with the condominium's documentation, ready to show in case of an inspection by the competent authority.
The role of installer and maintainer
The first filling in of the logbook, at the time of installation, falls to the installer, while later updates linked to operations are the responsibility of the maintainer. These parties are also responsible for transmitting the data to the register of heating systems of the competent Region or autonomous Province. The administrator oversees that these obligations are carried out and receives a copy of the documentation, so as to keep a complete trace of every operation.
The register of heating systems
Besides the paper or digital logbook, many systems must be registered in the register of heating systems managed by the Region or autonomous Province. Each system receives an identifying code and the inspection reports are transmitted electronically. The administrator, as the responsible party, must check that the centralised system is correctly registered and that the data is up to date, because the checks by local authorities start precisely from the information held in the register.
Periodic checks and energy efficiency reports
Besides keeping the logbook, the system is subject to periodic maintenance checks and, according to the deadlines linked to the power and type of generator, to energy efficiency checks. At the end of these checks the maintainer issues the energy efficiency inspection report, which must be attached to the logbook. Keeping the logbook and the reports together makes it possible to prove at any time that the plant is run properly and to plan the next operations in good time.
Penalties
Failure to draw up or update the logbook, as well as the omission of the required checks, exposes the person responsible for the system to administrative fines set by the rules. For the administrator who holds the role of responsible party, keeping the logbook in order is therefore also a form of personal protection, as well as an obligation towards the condominium, because in the event of a dispute it is they who must answer to the supervising authorities.
