Automatic expense allocation by thousandths with software

Allocation by thousandths is precise but laborious. Software applies the right table to each expense, handles rounding and produces the instalment plan without manual calculations.

Automatic expense allocation is the function through which management software distributes each condominium cost across the property units by applying the correct thousandths (millesimi) table, following the criteria of the Italian Civil Code. Instead of computing each owner's share by hand, the administrator links the expense to the relevant table and the software produces the proportional shares, handles rounding to the cent and generates the instalment plan. This reduces the calculation errors that are among the most frequent causes of disputes over year-end reports.

Article 1123 of the Italian Civil Code states that expenses for the conservation and enjoyment of the common parts are shared in proportion to the value of the units, expressed in thousandths, unless otherwise agreed. The same article provides for differentiated criteria when a common item serves the owners to a different extent, or when it serves only part of the building. Allocation software must therefore allow the correct table to be chosen for each type of expense, rather than always applying the general thousandths.

How the allocation engine works

The allocation engine takes the amount of the expense, the linked table and the thousandths of each unit in that table, then computes the proportional share. The delicate point is rounding: the sum of the shares must match the total amount to the cent, so the software distributes the remainder according to a stable rule, for example assigning it to the units with the largest remainder. This care prevents the year-end report from showing a total that is off by a few cents, a detail that undermines the owners' trust.

For expenses subject to mixed criteria, such as stairs and elevator, the software applies the two components required by law and adds them. For consumption-based expenses, such as water allocated on meter readings or central heating, the calculation can combine a fixed thousandths share and a variable share on consumption, in line with the UNI 10200 standard for heating systems.

Allocation and consistency with the financial statement

A reliable allocation is not enough if it does not then align with the financial statement. The criterion used to charge an expense to the owners must match the criterion under which the same expense appears in the year-end report, otherwise an owner could be charged one amount and find a different competence figure in the statement. Well-designed software uses the same allocation base on both sides, so instalments and statement match by construction.

Handling special situations

The software must handle the cases that practice presents constantly: expenses paid from a fund and therefore not to be allocated, units exempt from a certain table, a new owner stepping in mid-year and extraordinary expenses with dedicated instalment plans. In the case of a handover, for example, the future instalments must fall on the buyer and not on the seller, and the software ensures this by resolving the payer from the updated ownership of the unit.

Why it beats manual calculation

Manual allocation on a spreadsheet works as long as the tables and the units are few. As the building grows, or the number of managed condominiums grows, the risk of miscopied formulas, stale cells and inconsistent rounding becomes real.
