An extinguisher is of little use if it does not work at the moment of the emergency. That is why technical rules require periodic maintenance structured in phases, with precise intervals and checks. In a condominium the extinguishers installed in the common areas, such as entrance halls, garages, technical rooms and stairwells, fall under the manager's management responsibility, who must entrust their maintenance to competent technicians and retain the documentation of the checks.
The maintenance phases under UNI 9994-1
The reference standard for the maintenance of portable extinguishers is UNI 9994-1, which sets the different phases of the checking activity and their frequency.
- Surveillance: frequent visual check to verify that the extinguisher is present, accessible, signposted and with the pressure in the green zone.
- Periodic check: technical verification every six months by a maintainer, with an efficiency test.
- Overhaul: a deeper intervention with internal inspection and recharge, at intervals depending on the type of extinguisher and the extinguishing agent.
- Testing: pressure-vessel stability test, according to the deadlines set for the type.
The overhaul and testing intervals vary according to the type of extinguisher (powder, foam, CO2) and the standard's indications. It is the maintainer who determines the correct intervals based on the device's data sheet.
The tag and the register
Every extinguisher must carry a maintenance tag with the dates of the interventions and the technician's signature. In activities subject to fire-safety oversight a register of checks must also be kept, recording the checks on extinguishers, emergency lighting and other equipment. The register proves that maintenance was carried out on time and is important evidence in the event of an inspection or a fire.
How many and where to install them
The number, capacity and position of the extinguishers depend on the type of premises and the risk. In common spaces powder or CO2 extinguishers of suitable capacity are typically used, placed along the escape routes, in a visible and easily reachable position, marked with the appropriate signage. In garages and technical rooms the provisions of the applicable technical rule apply.
Costs and resolutions
Maintenance of the common-area extinguishers is a preservation cost, shared among the owners under the criteria of Articles 1123 and following of the Italian Civil Code, based on the use and ownership of the part served. The manager, under Article 1130, handles ordinary management; for the purchase of new equipment or extraordinary works the owners' meeting decides. Urgent works may be ordered by the manager under Article 1135.
